Muskoka Algonquin Healthcare (MAHC) created a Capital Plan Development Task Force to oversee the preparation of a Stage 1 Proposal and make recommendations to the Board of Directors for MAHC's planning for the future work. The task force meets regularly, commencing in August 2017, and reports to the Board.
Membership
The task force is designed to have broad membership including members of the MAHC Board, administration and medical staff, hospital foundations and auxiliaries, primary care, municipal representatives from the District of Muskoka, North and South Muskoka and East Parry Sound, representatives of Muskoka and Area Health System Transformation (MAHST), the North Simcoe Muskoka LHIN, and the greater Muskoka community. The planning for the future work is being supported by expert consultants from Resource Planning Group, Stantec, Preyra Solutions Group, and Hanscomb.

Part A Work
Upon convening in August 2017, the Task Force followed a terms of reference approved by the Board of Directors. Since that time, the Task Force has guided various consultation strategies to engage key stakeholders in planning discussions on future programs and services, essentially the Part A work of the Stage 1 Proposal. Over the course of a year, the Task Force provided more than 30 informative presentations to both internal and external stakeholders, solicited public input and was responsive to community feedback via surveys, written submissions and delegations. The Task Force led the work to define potential service delivery models through interactive stakeholder workshops. The Task Force collected data, reports and studies to inform the evaluation of the potential models against objective, stakeholder-informed evaluation criteria. On August 8, 2018, the Task Force recommended a Two Acute Sites future service delivery model to the MAHC Board of Directors, which was subsequently endorsed.

Part B Work
Starting in September 2018, the Task Force began exploring the infrastructure approach for the Two Acute Sites future service delivery model, essentially the Part B work associated with the Stage 1 Proposal. The terms of reference were revisited and approved by the Board of Directors. The work involves studying development options - how to build/configure the space for the programs and services to be provided. This could be renovation, new build, a combination of both, and exactly where the sites will be located: on existing or new site(s).
Part B has three large components that are very technical in nature: site analysis through an infrastructure report, a business case and analysis of potential development options, and finally the Facility Development Plan for the preferred development options, including an implementation plan, schedule, funding plan and cost estimate. This work will rely heavily on the consultant experts and MAHC's clinical leader expertise (staff and physicians) through workshops that will explore things like footprint size of the clinical program and service spaces and adjacencies to one another. The workshops will be key to fleshing out the different potential development approaches.
The local share funding and financing plan for the community's portion of the cost is also required in Part B and the Task Force will help lead this work.
